Yes. That is done during startup. On x86 you can not do
a 'boot -r', so you must use 'touch /reconfigure' there.
pca creates this file automatically if you have a patch
that requires reconfiguration.
init and shutdown go through runlevels and honor SMF,
reboot, halt and poweroff do not. uadmin won't either ;-)
