<p>Liebe Freundinnen und Freunde der Gesellschaft Österreich
Vietnam, <br>

das Südchinesische Meer ist nicht nur aufgrund seiner Öl-
und Gasressourcen und
seines Fischreichtums, sondern auch wegen seiner
Schifffahrtsrouten weltweit
bedeutsam. Entsprechend haben die Europäische Union und
die USA vitales
Interesse an einer Stabilisierung dieser Region. Seit
Anfang 2014 hat sich die
Krise im Südchinesischen Meer jedoch verschärft: Im März
begann die chinesische
Marine ihre Präsenz auf von den Philippinen beanspruchten
Atollen auszuweiten,
im März errichtete Peking eine provisorische Ölplattform
in der vietnamesischen
200 Meilen-Zone.<o:p></o:p></p>
<p>China, Taiwan, Vietnam, die Philippinen, Malaysia und
Brunei erheben
teilweise überlappende Gebietsansprüche, wobei die
Spratly- und Paracel-Inseln
besonders umstritten sind. Die Regierungen stützen sich
auf völkerrechtliche,
historische und wirtschaftliche Argumente. Rechtlich ist
der Konflikt schwer
lösbar, doch für eine politische Einigung fehlen auf allen
Seiten Vertrauen und
Konsensbereitschaft. Peking betreibt eine unilaterale
Politik, wogegen Vietnam
und die Philippinen auf eine Internationalisierung des
Konflikts setzen, indem
sie möglichst viele Länder zur Rückversicherung gegenüber
China einzubinden
versuchen. Zudem hat Manila den Territorialkonflikt vor
einem UN-Schiedsgericht
anhängig gemacht.<o:p></o:p></p>
<p>Die Gesellschaft Österreich Vietnam präsentiert einen
Vortrag von Dr. Alfred
Gerstl, Südostasien-Spezialist am Institut für
Ostasienwissenschaften (Uni
Wien), in dem die historischen und rechtlichen
Hintergründe der Spannungen, die
Strategien der Hauptbeteiligten Länder China, Vietnam und
der Philippinen, der
Einfluss anderer zentraler Akteure (USA, ASEAN, Japan,
Indien und Russland)
sowie verschiedene Entwicklungsmöglichkeiten des Konflikts
aufgezeigt werden.<o:p></o:p></p>
<p>Diese Veranstaltung ist eine ausgezeichnete Gelegenheit,
die Hintergründe
dieses Konflikts in objektiver und kompakter Form
kennenzulernen. Wir freuen
