"Privileged Access, V2 and the that trace-effect"

Abstract: In this paper, I present a novel approach to the that 
trace-effect that is based on the insight that subjects stand out in 
having privileged access to the C-domain. Paradoxically, this privilege 
of subjects that is visible in local, that is, clause-internal movement 
leads to a handicap in long distance movement. The effect appears in 
languages that have a low phase edge in the C-domain, that is, when FinP 
(and not ForceP) functions as the phase edge for movement of TP-internal 
constituents into the C-domain. The effect is expected to be absent in 
languages with a high phase edge in the C-domain, that is, when ForceP 
functions as the phase edge for constituents moving out of the T-domain.
