I think that Jan has answered your question - sudo was indeed
released as a pkg due to the fact that it was never previously
shipped as part of a Solaris Update.<br>

Well sudo was never part of Solaris 10.<br>
They now decided to "include" it in U11.<br>
To quote the readme:<br>

sudo for Oracle Solaris 10 README<br>

technical reasons sudo packages were released independently
