[pca] Issue with wget version 1.18 (Solaris 10 patch# 125215-07) :: ERROR "Unable to establish SSL connection"

ops...the "*secure_protocol = TLSv1*" on the /etc/wgetrc file with wget
client 1.18 version not on 1.16... excuse me
