[pca] New patch fails to install because the patchfile is not a patchfile

Hi,
I have noticed that some patches fail to install:-

Patch  IR   CR RSB Age Synopsis

Looking for 144873-03 (1/1)

When I look at the file on the proxy server I see it's not a patch file 
but some html which contains:-

         An unexpected error has occurred.  This may be
    a temporary network failure. Please try again later. If it doesn't
    work on a retry then please contact MyOracleSupport (MOS) for
     further assistance.

I have to remove 144873-03.zip and hope it downloaded next time

Can PCA not check the downloaded file is a zip file?
