This will definitely stop pca-proxy.cgi from trying to update itself, no 
connection to pca's home server should be attempted then.

Same applies for pca itself, when "update=never" is set. The 
"update=never" on the pca-proxy will not override the setting in the pca 
clients pca.conf - maybe that was the problem?
