Well sudo was never part of Solaris 10.
They now decided to "include" it in U11.
To quote the readme:

sudo for Oracle Solaris 10 README
---------------------------------

sudo shall be considered as part of Oracle Solaris 10 1/13 release but
due to
technical reasons sudo packages were released independently and they are not
at Oracle Solaris 10 1/13 media.

So yes this is a separate package you need to install.
Don't know if they will release patches for it afterwards or if you have
to reinstall it every time.

Greetings
