You're right, nothing has changed. Look at README for the Recommended 
Patchset from 2013.02.19:

118855-36  SunOS 5.10_x86: kernel patch
...

But the README (now) contains information about why this obsolete patch 
is included. Seems as if some changes in 118844 "are required to ensure 
correct installation of the patchset on Solaris 10 11/06 (Update 3) and 
earlier Solaris 10 Updates". The install_cluster script probably has 
extra logic to check the current Update release and only install 118844 
when necessary. PCA can't do the same, as the needed information isn't 
in the xref file or is wrong (obviously 118844-20 is not 100% obsolete). 
I could only duplicate code from the install_cluster script into PCA, 
but as the (unnecessary) installation of 118844-20 does no harm, I'll 
better leave it as it is.
