[pca] patch flood

Hi Neil,

I've investigated this one.
There is a propagation delay in getting all of the appropriate s10u11 
patches into an updated version of the Recommended Patchset - 147147-26 
is one such patch.

The contents of the Recommended Patchset drives the "recommended" flag.
I expect this to be resolved in the next 24 -48 hours.
