[pca] Solaris 10 1/13 preinstalled patches

I'll take a look into this one and get back to you.

Off the top of my head I suspect there are probably multiple reasons 
here...

In most of the examples below the products that these patches apply on 
top of exist as standalone (aka unbundled) products outside of Solaris. 
In these scenarios there may only be an intersection of only one or two 
of the pkgs that are delivered in the standalone product with Solaris 
and thus the teams that own those products stop requesting us to include 
the latest patches for their product in Solaris Updates.
119788-12 is an example of this; only 2 of the pkgs in the patch are 
part of Solaris.

I think that the Java patches are related to the need to have customers 
accept an updated license which is limiting the versions that get 
freshbitted into the latest update.
