[pca] patchdiag.xref feature request for Don

This would be a massive file, maybe 10-20 times the size of the current
patchdiag.xref. What about an online version, using some sort of database?
Put in a date as a parameter and it returns the patchdiag.xref
constructed for that date? Or a patch number and you get the whole
history for that patch, including all versions, supercedes, etc?
Just trying to think a little bit laterally here...
