[pca] Asking for MOS authentication

Hmm.

I've not seen this.  We go through an HTTP proxy as well
(no username/pass for our proxy access).

That said, we set our proxy options in /.wgetrc directly
on our hosts, not via PCA's --wgetproxy, so maybe there's
something odd going on there?
