[pca] Setting up PCA patch server

Hmm and for the advocacy, the benefits of such a framework/tool is that:

 - You don't need to maintain PCA on every of your server

 - You're using luupgrade tools to directly apply patches

 - You are based upon explorer, so even if the system is down
   you can prepare a bundle to apply in singleuser, and so on.

 - You can create a weekly bundle for every of your servers and
   have it under hands.

 - You can quickly check the needed patch list of two of your server
   without even connecting to them.

 - etc...
