[pca] pca html report

Hi All,

I was already using this report with a wesunsolve.net url scheme for
patch information. Please note also that wesunsolve.net is trying to be
more precise on the patch download link (proper extension, .zip
or .tar.Z is handled depending on the patch).

You can try the simpler patch of the world, attached to this email
against current stable version of PCA. It will add a link for each
patch inside the HTML report to wesunsolve.net website.
