Please ensure that you are using the correct user/password for MOS with the 
user/passwd options, and the correct user/password for your local web proxy with 
the wgetproxy option (http://user:password@proxy-vectra.total.com).

This here makes me believe that there is a problem with authentication on the 
local web proxy, as it's not an answer I've ever seen from Oracle's server:

It's strange though, that you could download other files through the proxy then. 
Do you have access to the web proxy's logfiles for further diagnosis?
