[pca] Incorrect permissions in prepatch for 121118-19

It's at 20111018-01. I just installed all this, on a Linux box, all clean.
I can even reproduce without the PCA proxy, see the output below.  
Quite strange, it requests a .zip, but it gets named .jar in the end  
(I somewhat edited the output in case there are confidential info in  
those URLs).
An actual PCA bug? Long time since I saw one ;-)
