[pca] Not Fixed: Strange proxy behavior - Error 401: MOS data missing (long)

False fix.

I had downloaded one specific patch on the PCA proxy server itself, then I
had downloaded the same specific patch on the client - right after I
escaped the "$" character in the proxy passwrod in the .wgetrc file.

So, problem still stands, request still stands: Any ideas on how to
troubleshoot this?
