Interesting, I thought that Oracle actively denies access to the XML file, 
despite the authentication with an MOS account. Have you compared access to the 
XML with access to a patch? These two must use different authentication 
procedures or cookies then.

Maybe you could post your findings to the wget mailing list and see what they 
say about it?
