Steve, I found this out the hard way. =-/ There's a workaround, if you like.
I don't know how you boot your install image; but can you patch your miniroot?
Applying 124630-51 or later allows extraction of v3.0 archives.
FWIW patching the miniroot is pretty easy with U9, I haven't needed to do this since U3.
I hear that U10 might be out in August, but I wanted this capability right away.
I opened a case, and Oracle agreed to add a new note to 119534 as follows:
