[pca] Strange patch requirement for 125556-09

Hi all,

Ok, this is not exactly a PCA question, but I believe it's sufficiently 
related. If not, kick me out ;-)

This patch was just pushed out a few days ago:
125556 08 < 09 R--   6 SunOS 5.10_x86: patch behavior patch

What bothers me are the Special Install Instructions in its README:
NOTE 1:  This is a special patch that corrects the behavior of other 
patches by replacing their installation scripts.  *Thus, this patch must 
be installed on the target boot environment prior to the patch(es) whose 
installation scripts are being corrected.*  See the Problem Description 
field above for the list of patch issues being addressed.

And the patches that are being corrected are those:
6987486 installation of 142909/142910 can break sendmail

/usr/lib/patch/patch_override_dir/142909_SUNWsndmr_preinstall
/usr/lib/patch/patch_override_dir/142910_SUNWsndmr_preinstall

But how exactly is it possible to install this patch prior to this one?
142910 17 = 17 RS- 134 SunOS 5.10_x86: kernel patch

So how about the issue it's supposed to fix? My sendmail seems ok, so far.
