[pca] feature request: reuse possibility of downloaded patches

Hi there,

probably i'm doing it badly but reuse possibility of downloaded patches
should prove helpful ...

eg did:

pca -Ii $patch --user=$me --debug

^^ current dir is filled with patches which doesn't seem that are reused
when doing real job without -I .. probably it could be fixed by
--wgetopt="-nc"
