[pca] (Error 403: Service Error) after year changed

I've download a few patches today, and it worked fine.

The "403: Service Error" is indeed unusual, and pointing at some problem with 
the Oracle server. Do you get this for all patch downloads or only for this one? 
I'm asking because 145668 is a firmware patch. I was able to download these with 
my type of support contract before the switch to Oracle, but nowadays the 
"Firmware" Support Level is required to access firmware patches. What does "pca 
--user ... --supplevel" show?
