Martin,
Does the apache server need to be configured with SSL? I just checked
and it is not.

If I'm right, and it's your local proxy which requires authorization,
using the
My Oracle Support account is the wrong thing. The username/password
required is
set by the administrator of your local web proxy. I hope this isn't you
:)
Another test is to try to download some file with wget from a different
server,
e.g.:
wget --no-check-certificate
https://www.par.univie.ac.at/solaris/pca/stable/pca
If this gives the same error, it's definitely a question of using your
local
proxy correctly, as the Oracle server isn't involved here at all.
