I think some time ago, patches for older versions of Sun Studio were available 
without the "Software" entitlement, but I just checked versions 12, 12.1 and 
12.2 - for all of these the "Software" entitlement is required now.

So it all depends on whether you have a "Premier Support for Software" contract. 
With that, you should indeed be able to download the Studio patches. Otherwise 
the "Error 403: You are not entitled to retrieve this content" is correct.

Too bad that Oracle broke PCA's "--supplevel" option - it's very handy to 
diagnose such problems; hope they fix it. And if they would include the required 
entitlement per patch in patchdiag.xref, it would be even better.
