[pca] operands issue + little feature request proposal

Hi there,

at first i'd like to mention, that although i'm using pca several past
years i was *never using it for patching itself - just for checking and
downloading them - until now ..

i have found, that allrs list is bigger then default, which should be
just *all (if i understand correctly to --man), so i was little bit
shocked and suspecting if package selection algorithm is correct ..

see attachement, there are logs what would be installed (downloaded) for
default (aka plain -d), allrs|missingrs .. just tell me, if it's okay
hence i never wouldn't expect that allrs > all ..

i'm also suggesting with this little proposal: please kick out patch
unzipping phase while -I ..
