[pca] getupdates.oracle.com now available for testing!

Here's what I'm seeing.
 
My PuTTY session from yesterday's test is still open.  I recalled the command line and reentered the following (with account info obscured):
 
wget --http-user=test_4_don --http-passwd=no_403s_please --no-check-certificate https://getupdates.oracle.com/all_unsigned/119254-76.zip -O 119254-76.zip
 
Today is get:

I don't know if it's important but notice the  "302 Moved Temporarily"  response when it worked.
