[pca] no downloads

Just FYI - patch downloads fail for me this morning, sometimes with "503 
Service Unavailable", sometimes with "401 Unauthorized". Seems as if the 
problem is being worked on:

   Log-in issues are happening at present on SunSolve. Changes to
   internal network settings have caused issues. We are working to fix
   this. (about 10 hours ago via web)

There's also a planned maintenance announced (for May 8/9th) on the same 
source.
