[pca] 403 errors even with valid contract

My company has a support contract but not legacy (though we still have some
S8 boxes around - had to reboot some 1700 day uptime systems yesterday...).
We have been able to get S9 and S8 (well, except anything released since
4/1/09), but I have tried since the "changeover"
