Right, it doesn't have package information associated with it in the 
xref, and therefore there's no way for pca to check whether this patch 
applies to a certain system or not - a truely unbundled patch.

If you really see that patch listed in "pca -l missingrs" output, please 
send me debug output (add "--debug"), because that would be a bug. Or 
did I misunderstand what you're doing?

Dealing with real unbundled non-patchadd patches is difficult, as 
there's no way to determine whether a patch is already installed or 
whether it applies to a system. There's some information in pca's docs 
how to use "pca -l unbundled" to at least get notified of new unbundled 
patches/revisions, but that's far from real patch management either.
