[pca] pca --update downgrades dev version

Hi.

I have pca 20091217-01 installed. When I now do a
pca --update=now, it'll download pca 20091216, ie.
the latest stable version.

Is that supposed to be so?

This behaviour kinda surprised me - I would've expected,
that it would either fetch the most recent version (in case
stable is newer then dev) or it would always stay in the same
"channel" (ie. dev always and ever upgrades to latest dev
and stable to stable).
