[pca] pca working but pca-proxy.cgi not

I've tested out the pca binary and it seems to be working okay for 136798-03.
When I try to get it through the pca proxy host, though, I get an entitlement
error.  Anyone having this issue?

I've corrected the username and password in the proxy config file and verified
that they're being written out correctly to the patch tmp file in /tmp.  I'm
guessing that it's not reading it correctly or passing it along to wget
correctly? Here's the pertinent bits from the debug file in /var/tmp:
