Ok that's what I thought would happen but had not run across that in the
forums.
I submitted case to Oracle thinking I might have an issue with my account so
I guess I'll hear back from them.

Until now the required changes for usage of the new Oracle download service
are only included in a development version of PCA, because there was only a
handful of patches available there for testing (this seems to have changed
in the last few days).

So you should stick to the current version of PCA using SunSolve until the
next weekend. Then Oracle will shut down the SunSolve service and put the
new service online, where all patches will be available then. 
Expect a new official version of PCA to be out on Monday which will use the
new service by default. The only action required by PCA users is to get the
new version and to replace the Sun Online Account with a My Oracle Support
account in PCA's configuration.
