[pca] Problem downloading patches with local proxy

This seems to be a different problem. Either a second instance of pca is 
trying to download the same patch at the same time, or there is some 
leftover lock file in /pcarepo/. If you are sure that no other pca 
process is running, remove the lockfile and try again.
