Maybe Don can write a little bit more about it.
But for a start check:

In Short: A Patch is released when it meets quality standards and is
well tested.
So there is no Patch Day.
It's done when it's done.
One cause why a lot of patches sometimes get released at the time is
probably just the way the Test teams works. ( But that is just a guess)
