[pca] All Patch Downloads Failing

Hi,

More bad news. Not been a good week for patch downloads... :(

All patch/readme/patchdiag downloads are currently broken.

I've identified where the problem is and am waiting for the team that 
own it (it's the new patch download service getupdates2) to investigate.
I flagged the issue about 30 mins ago and it has been happening for the 
past 30-50 mins.

I'll keep you posted on the progress.
