[pca] failing patch downloads

Martin, this doesn't quite work for me.  I have:

  xrefurl=https://sunsolve.sun.com/pdownload.do?target=

Set in my pca-proxy.conf, but pca seems to be prepending a / to the
patchdiag.xref argument which makes it an invalid path:

I tried putting the xrefurl config parameter in double quotes, but pca
skips it then and goes directly to the old sunsolve/patchdiag.xref URL.
