[pca] failing patch downloads

Hi Martin,

It appears that http[s]://sunsolve.sun.com/patchdiag.xref was impacted 
by an outage on servers hosting the latest version of the file.

The servers are now back up, so we should see 
http[s]://sunsolve.sun.com/patchdiag.xref fall back in sync overnight.

If not, I'll do more investigation I guess :)
