I had the same problem in the morning. Later, about an hour ago, I could 
download patchdiag.xref and some patches, but right now it's stuck again:

$ wget https://sunsolve.sun.com/

Download of patches/READMEs via HTTP isn't supported by Sun anymore. The 
xref file can be downloaded both via HTTP/HTTPS. In the current version, 
pca uses HTTPS if wget supports it and HTTP otherwise - the "ssprot" 
option has been deprecated.
