[pca] Feature request, --debug messages to stderr

Debug is not the normal mode of operation, so on the (hopefully)
infrequent occasions when it is used, surely putting all the debug
output into one place where you can follow it in order is the most
practical way to go?

pca already has more than enough command line switches and
config file syntax, so we should not be adding more options just
for the sake of doing so.

+1 for sending --debug output to stderr, but that's as far as I
think it should go.
