[pca] SunSolve access and patch download issues this morning

Hi,

There have been issues with the Patch Download Service since Saturday 
evening following a major maintenance window for several of the systems 
that provide the patch download service.
I'm currently seeing issues with SunSolve being extremely slow to access 
through a browser and I'm also seeing wget requests timing out and failing.
