[pca] Understanding --fromfiles

The whole premise of PCA is to look at xref file and download the patches.
PCA will not understand your contract agreement.

You should filter the output via a wrapper and then sift through the patches
to see which you are allowed or dis-allowed to download and then apply those
patches via PCA using --rec option.
