[pca] Missing patch files

Patch downloads should have worked without problems for the last few 
weeks, but there has been a temporary issue on Nov 8/9th. Maybe that's 
what you have seen?

If you still have problems, please let us know whether patch downloads 
have worked for you before, whether you have a Sun Online Account with a 
support contract associated to it (you need it to be able to download 
*all* patches), and post output of e.g. "pca --debug --download 
142234-01 142251-01" (one is a "free" patch, one is restricted).
