[pca] PCA not reporting on patches that may need to be re-installed

Wait....  Can't we just drop the '.$ARCH' concern and look at the REV=
part of the VERSION?  From my initial checking, I'm seeing that the
multiple package names are showing up with different versions.......
Just picking 137111-08 out of an old patchdiag.xref and noticing the
patch itself,  I notice:

5.10: kernel patch

Would I be able to count on the REV part of the version to always
match up with what I have installed, and still make use of the
patchdiag.xref?  On the flip side, if I could do this, could PCA do it
as well?  Or, am I missing something extremely obvious?
