[pca] Expected behavior when specifying a patch when required packages are not installed.

Right. "pca -i 123456" will list/download/install the newest revision of 
that patch plus all other required patches which are not installed.

When using "pca -i 123456-78", pca assumes you want exactly that patch 
and nothing else. No dependecy checks will be done.
