[pca] PCA proxy question

All,

I have a curious question.  Our proxy patch server keeps failing when we are trying to patch.  Can someone tells me what this debug means?

If I am reading this right it looks like our websense is blocking our access. lol. Am I correct in my reading? Also what does that part about Prerequisites for threads not met mean? Do I need to update my version of wget?
