[pca] Patching non-global zones

You should first always patch the global zone first.
This way there shoudn't be any "global zones only" patches show up in
non-global zones.

It's correct that the patches from the global zone are applied to
non global zones. But if you use full root zones you can have different
Packages installed in the zones.
I almost ever remove packages in the global zone I don't need. Like
apache or the databases etc.
But I might have a non-global zone that runs a apache. So I need to
patch the apache in the non-global zone.

So the way I do it Patch the global zone and the install the missing
patches in the non-global zone.
If you hit a patch thats will only install in the global zone it's
doesn't matter. It will just fail.
