[pca] wget stalls

http_proxy only directs http:// urls to the proxy. https_proxy does the
same for https:// urls. Hidden in the dark depths of the wget
documentation, but not mentioned in the wgetrc comments!
I had to make the same change a little while ago when the pca default
changed to https://
