[pca] wget stalls

That's a typo and you have use_proxy=on, right?

Somehow I still believe that the root cause is a missing proxy setting 
when pca_proxy.cgi runs, otherwise you should see wget connecting to the 
company proxy instead of sunsolve.

Hmm, I just did some testing myself, and it seems as if wget doesn't use 
the http_proxy setting when accessing https:// URLs. Can you try to set 
https_proxy in wgetrc as well? I didn't know that this options even exists.
