[pca] pca can't download patches if installed on os2008.11

hello all,
i've set a proxy server on my network, and it is a os2008.11 machine. 
And somatimes, i need to download individual patches. If i do it on the 
client machine, the patch isn't downloaded on the proxy server.
So i tried:
root at ultra20:/export/home2/patches# /etc/scripts/pca -d 137137-09

ERROR: Couldn't get list of installed patches

How can i deactivate the need to list installed patches and force the 
download only?
